Will "freebies" attract customers ?

As I mentioned -- I make stained glass giftware ... I can make a miniature angel that shows the quality of my work -(cost to me about $1.00) and was wondering if it is a good idea to use that as a promotional item to give to retailers to get them interested in doing business with me. Advertising isn't cheap - this would be just another "cost of doing business" thing. What do you think ?
